Overview

Early March 2027. Forty drones crossed into Estonia overnight; two civilians are dead, a company in unmarked vehicles stood on the Estonian bank of the Narva river at dawn and was gone by first light, and Moscow calls it a border exercise and a navigation error. Estonia has invoked Article 4. London is already moving its battlegroup toward Narva, SACEUR is asking for more than his authorities allow, and Washington wants calm before the ceasefire talks resume in nine days. As NATO Secretary General you chair the North Atlantic Council: you command nothing and decide nothing alone, and in 72 hours the alliance either produces one credible response or escalates in pieces.

The crisis unfolds between NATO headquarters, allied capitals, Tapa, and the Narva–Ivangorod border during the nine-day run-up to renewed ceasefire and sanctions-relief talks.

Your seat

NATO Secretary General

NATO

Chairs the North Atlantic Council, frames the questions before allies, brokers consensus, and speaks publicly for the alliance. The Secretary General commands no forces and decides nothing alone.

Your history

The office has six hours before the opening Council session, an initial 72-hour response clock, and a nine-day window before ceasefire and sanctions-relief talks resume.

Your brief

Objectives

  • Secure one NAC decision High priority

Get the North Atlantic Council to one decision on Estonia's Article 4 request within 72 hours, including measures rather than words alone.

  • Integrate allied moves High priority

Keep the UK, JEF, Estonian, and SHAPE activities inside a common alliance response without publicly disowning them.

  • Control attribution timing Medium priority

Sequence evidence and public attribution against Washington's ceasefire priority and Tallinn's demand to name Moscow.

  • Hold the Narva line High priority

Maintain Estonian and allied authority west of the Narva river without conceding Russia a say over NATO presence on allied territory.

Capabilities

Convening and framing the Council, calls to capitals, control of the alliance podium, circulation under silence procedure, and discretion over whether to place SACEUR's requests before allies.

Resources

The Secretary General's office, the Deputy Secretary General, the Chair of the NATO Military Committee, the Assistant Secretary General for Intelligence and Security, Council staff, secure calls to capitals, and access to allied reporting.

Constraints

Council decisions require consensus. The seat cannot order national forces, authorize SACEUR alone, attribute beyond an agreed alliance account, or bind Estonia to a bilateral mechanism.

Actors

Eastern-flank allies (Poland, Latvia, Lithuania, Finland)

Active

State actor

Council votes, eastern-flank forces, regional intelligence, host-nation access, and the ability to break silence.

These allies cite the autumn Ukraine ceasefire and subsequent rebuilding of the Leningrad Military District as grounds for treating pauses as opportunities for Russian regeneration.

Continental allies (Germany, France, Italy)

Engaged

State actor

Council influence, diplomatic channels, military contributions, and the ability to block silence procedure.

They regard the ceasefire process since autumn as a precedent for preserving negotiation space during military ambiguity.

United States

Engaged

State actor

Decisive Council influence, intelligence, military enablers, diplomatic channels, and leverage over sanctions-relief negotiations.

Its first public response called the incident concerning, urged calm, and tied immediate restraint to the ceasefire process.

United Kingdom

Active

State actor

Framework-nation leadership at Tapa, deployable forces, JEF convening power, intelligence, and influence in the Council.

The United Kingdom has treated framework-nation responsibility at Tapa as requiring action before a slow Council process leaves Estonia exposed.

SHAPE (Supreme Allied Commander Europe)

Active

International organization

Operational planning, command relationships, force tracking, military advice, and execution of pre-authorized or Council-granted measures.

SHAPE distinguishes movements already permitted under Eastern Sentry from the additional access and patrol rules that only the Council can grant.

Estonia

Engaged

State actor

National defense and border forces, air-defense reporting, local evidence, infrastructure control, public attribution, and requests for allied consultation and support.

Estonia requested Article 4 consultations in September 2025 after three Russian fighters violated its airspace, and the Council met on that request; it treats the Article as the lawful route for allied consultation while retaining sovereign control west of the Narva river.

Russia

Escalating

State actor

Rebuilding forces in the Leningrad Military District, drones, covert or unmarked elements, state media, diplomatic denial, and leverage around ceasefire and sanctions talks.

Russia invokes Narva's Russian speakers while describing the current events as a border security exercise and navigation error.

How this scenario is scored

Escalation ladder

Narva Escalation Ladder

Tracks the overall intensity of military positioning, cross-border pressure, hostile information activity, and risk of direct NATO–Russia contact around Narva.

  2. political friction
  3. focused warning

World dimensions

  • Council Cohesion Starts 2 / 5

The degree to which the North Atlantic Council can sustain one decision containing practical measures on Estonia's Article 4 request.

  • Force Integration Starts 2 / 5

The extent to which the UK, JEF, Estonian, and SHAPE movements form one politically controlled allied posture.

  • Attribution Alignment Starts 3 / 5

The degree to which evidence about Russian responsibility is released on a timetable that Tallinn, Washington, and the Council can sustain.

  • Narva Security Control Starts 2 / 5

The clarity of Estonian and allied authority over security activity west of the Narva river without Russian standing over NATO presence.

Every WarPaths game is scored on the same five criteria; how strategic judgment is scored explains each one.
